A Stitch In Time

Story: The Twin Dilemma
Written By: Anthony Steven
Length: 4 Episodes
Year: 1984

Colin Baker's debut story is among the worst stories in Doctor Who. The story itself is just crap. Its ponderous and forgettable. The interactions between this new Doctor and Peri are downright annoying.
Then the coat.

JNT wanted the Sixth Doctor to be in contrast with the Fifth Doctor in many aspects. Davison was immediately likable, JNT wanted to have this Doctor seem unlikable, and slowly they would reveal more and make him more and more likable. Decent idea. He wanted him to start off completely tasteless though. The coat symbolizes that. He later admitted the coat was a mistake. Colin Baker detested wearing it, but felt the only good aspect to wearing it was that he didn't have to look at it. He suggested wearing all black, and got this...

Its a multi-colored clown costume. I've seen variations that spin-off media have preferred to use instead, and all blue version, and a multi-colored one that was used for the Ultimate Adventure stage show...which was multi-colored but it was symmetrical and just looked better.

It brings less creditability to the show. Its the garish 80s at their absolute worse. Add to that that the fact that the story you introduce it in was absolutely garbage, and the Doctor even strangles his companion at some point...people tuned out.
