For the 20th Season of Doctor Who, JNT and Co. decided to celebrate the anniversary by having each story feature some returning villain in either a major or minor fashion. So the first story features the villain that was created to celebrate the tenth anniversary. Omega returns in this serial to once again try and return to our universe.
The story is pretty good once it moves to Earth from Gallifrey, the Gallifrey parts are pretty boring. The only interesting tidbit from those sections are that the Security leader, Commander Maxil is played by...Colin Baker. For those not in the know, he will take over the role of the Doctor at the very end of the next season. So there's a fun little tidbit.
Other than that the Doctor runs into Tegan again and she rejoins the Doctor and Nyssa in the TARDIS for the rest of the season.
