Another good story from Robert Holmes in a sea of humdrum episodes. This is probably the best story of the season, despite the silly costumes. It is also slightly padded, but definitely an enjoyable tale. The Collector is weird as hell though.
I wouldn't put this on a must watch list for the New Who Fan, but I'd say that it might make a B-list or something. The story is a nice allegory for taxation, and taxes are taken to the extreme on Pluto, that for some mysterious reason is inhabited.
Decent tale, but like most of the Graham Williams Era, it just isn't up to snuff with previous stories in earlier eras.
