This episode is almost a perfect example for what is wrong with the first season of Torchwood. It has a decent idea, some basic character development...but the execution is all over the place. Like the rest of the season we get poorly executed storylines, along with confused character traits.
There is a moment in which Tosh is at the scene of a death and is giving a medical opinion on how the person died...the problem here is this would be a perfect moment to showcase the talents of the team's DOCTOR. Unfortunately he didn't even bother to come to a murder scene. The writers just continue to give each character lines despite their ACTUAL BACKGROUND.

Now the good of this episode is all in the first half, the fairy story seems like a backdrop to get some insight into the now mysterious Jack, we discover he has fallen in love, and been on Earth since at least 1909. But they tie up this story near the half way point, and then the character development goes out the door in favor plot. And the plot is only half coherent.
