This is superior to the later "Dreamland" in many ways. One, the animation may not be 3-dimensional, but the mouths move more accurately. So the animation just feels right, and looks better. On top of which its a little bit more fun and original. Well somewhat original. Its sort of like the "Keys of Marinus" or "The Key to Time", but it doesn't use the term "Key" as much.
It creates some aliens and monsters and villains that could only really work in animation, and I think Tennant and Agyemen do a solid job, as does Anthony Head.

Not on anyone's top ten list, but it is certainly a decent diversion.
