Story: Torchwoood: Out of Time

This is not the worst story of the first season of Torchwood...that is a hard award to give out. Inevitably (and unfortunately) any episode produced in this first season has plenty of faults.
After episodes and episodes of plot driven stories, we finally get an episode in which the plot take a back seat to character development. Unfortunately (as always I need these unfortunatelys) the characters being developed are folks we just met...and are sadly more interesting than our leads are on a good day.
The most interesting character is the guy whose story takes place with Jack, and he gets the least amount of screen time. Typical. Owen's love story is hard to believe...I don't really buy love in such a short time period. Gwen once again proves herself to be a pretty bad girlfriend to Rhys, while trying to play mom to the youngest new character to come from 1953. Why Rhys sticks with this TERRIBLE girl is beyond me, I would've dropped her fast. Tosh and Ianto are once again rendered useless in this episode.
