Steven Moffat had pretty much written the scariest episodes of Who each year since it's return in 2005. While his two part effort had some good moments, some of which was creepy, it was more about some out there ideas, and setting up what would be one of his major storylines when he took over as Showrunner in 2010.  Russell T. Davies came in with this creepfest that showed that he could write just as scary an episode as Moffat could.
It’s brilliant and claustrophobic, creepy and subdued. It’s not the more elaborate story folks get used to in a Davies yarn. About 10 or less people are on a bus-sized ship and get to know each other. They are then stalked by a monster, which then inhabits the body of one of the passengers. And she mimics every word they say. For a show kids watch to get scared, this a great idea. Kids play that mimic game all the time, now it will creep kids out when they do it.

But what is seriously brilliant about this episode is just how quickly people turn on the Doctor’s know-it-all attitude when he doesn’t have a friend to back him up. He does his little I’m so special act and they turn on him faster than milk in 80 degree weather. It’s a great human study piece, and really enjoyable.
